1. What is California Against Slavery?
California Against Slavery (CAS) is a group of Californians appalled by the injustice of modern day slavery in our state and around the world.
2. What is the purpose of CAS?
Our immediate goal is to pass an initiative on the November 2010 California ballot to strengthen current human trafficking laws and increase victims’ rights.
3. Why change the law?
Human trafficking flourishes where the law is weak. Current California law does not hold traffickers accountable nor reflect the severity of the crime. Under state law, human trafficking carries a sentence of 3-5 years (4-8 for minors), which is lighter than rape and kidnapping.
4. What is the proposed initiative?
This ballot initiative would strengthen California’s human trafficking laws by:
- Increasing the deterrent against traffickers;
- Making it easier for District Attorneys to prosecute human trafficking offenses;
- Providing more protection and provisions for human trafficking victims; and
- Requiring that law enforcement officers be trained about human trafficking.

6. Why is CAS only targeting California?
California is a hot spot for human trafficking because of its international borders, large economy, ports, and metropolitan regions. Success in California – a bellwether state – could influence other states and the federal government to take action.
7. How are you different from any other Human Trafficking organizations?
CAS’s goal is to directly change the law by taking the issue to California’s 23 million eligible voters in 2010. We believe that the statewide attention and stronger laws will increase support for the work of other human trafficking organizations.
